How does the department assess value for HCJP proposals?
Land value is assessed by way of an independent market valuation. The
value of construction is assessed by an independent quantity surveyor, who will
consider project specifics, construction cost data from recent comparable
developments and market sources. The land and construction assessments are
carried out prior to the execution of contracts.
